Voluntary Action Program
In 2003, this manufacturing client decided to assess and manage the potential environmental legacies related to the prior owners activities. In 2004, they officially entered this property into the Ohio Voluntary Action Program.  
Dr. Kevin Svitana is the Certified Professional for the site. A Phase I Environmental Assessment of the site was completed in 2004 and the document was submitted to Ohio EPA for review. The Phase I identified nine areas where potential impacts to environmental media may have occurred. A Phase II Environmental Site Assessment was developed to assess the potential impacts to environmental media. A sampling program was developed for soil, sediment, air, and ground water. In 2005, an interactive assessment of the media was initiated. Media in the areas of concern were sampled to determine if compounds of concern were present at elevated concentrations. Where elevated concentrations of compounds of concern (based on VAP generic standards) occurred, these areas were further sampled in order to delineate the extent of contamination.

As a result of the Phase II investigation, six additional areas of concern were discovered. Remedial actions were implemented for each area that had either non-permitted wastes present or elevated concentrations of compounds of concern. The remedial actions included:

  • Excavation and removal of sediment containing arsenic and mercury from drainage swales.
  • Excavation and removal of soils containing elevated arsenic.
  • Excavation and removal of non-permitted wastes from two locations.
  • Dust abatement from a former manufacturing area within the facility.
  • Asbestos abatement prior to building demolition.


As part of the VAP assessment, an evaluation of the aquifer was completed and it was determined the site qualified as a Class B Non-Potable aquifer. This designation eliminated groundwater as a pathway for the site. As a result, chlorinated solvents that originated from an on-site source and from an off-site source did not require remediation. The client and neighboring business, who is also completing a VAP assessment of their adjoining property, worked jointly to designate both parcels as Class B aquifers and treat the parcels as a common aquifer. This innovative approach allows for an effective groundwater management strategy for both property owners. This effort was coordinated with Ohio EPA and has the support of the agency.

In 2010, additional services were contracted to provide a comprehensive asbestos assessment of a large, old industrial complex on the site. The scope included a prioritized risk assessment and recommendations for addressing confirmed asbestos-containing materials.
